IN THE SHADOWS OF POWER:
Women Exposing Injustice and Fighting for Accountability in Laos

The Joint CEDAW Report we submitted to the CEDAW committee on September 9, 2024, pulls back the curtain on the Lao government's so-called commitment to women's rights and gender equality. Spoiler alert: it's all talk and no action. The report exposes how the government’s empty promises mask a troubling reality where women continue to suffer.


Key concerns include the alarming rates of gender-based violence, where victims face insurmountable barriers in accessing justice. The case of Nesxy exemplifies this struggle, showcasing the indifference and hostility women encounter when seeking support. The report also addresses the systemic issues faced by Women Human Rights Defenders (WHRDs), who are targeted under vague laws that suppress dissent and silence criticism.


The COVID-19 pandemic has exacerbated these issues, yet the government's focus remains on maintaining appearances rather than addressing the growing needs of women. The report also highlights the entrenched gender stereotypes and the lack of genuine political participation, particularly for women in rural and marginalized communities. Ultimately, this is not merely a matter of policy compliance; it is about the real lives of women who deserve more than empty assurances. Gender equality must transcend mere rhetoric and become a tangible reality—because the current narrative is as outdated as it is inadequate.
