🚨 Refugees are NOT a threat to national security! They are Equal Human Beings!
(EN Below) 🚨 เมื่อวันที่ 18 ธ.ค. 2564 ระหว่างวงเสวนาสาธารณะออนไลน์โดยคณะกรรมการสิทธิมนุษยชนเเห่งชาติ ศูนย์ศึกษาชาติพันธุ์เเละการพัฒนา มหาวิทยาลัยเชียงใหม่ สำนักข่าว The Reporters เเละสำนักข่าวชายขอบ ภายใต้หัวข้อ “ส่องค่ายผู้ลี้ภัย ปมปัญหา-ทางออก” นักวิชาการ ผู้เชี่ยวชาญเเละตัวเเทนผู้ลี้ภัยล้วนเเสดงความคิดเห็นตรงกันว่า ผู้ลี้ภัยไม่ใช่ภัยต่อความมั่นคงของประเทศ เเต่เป็นทรัพยากรบุคคลที่สามารถช่วยเเก้ปัญหาการขาดเเคลนเเรงงานเเละพัฒนาพื้นที่ชายเเดนของประเทศไทย!
การเสวนาครั้งนี้ถูกจัดขึ้นเพื่อพูดคุยถกเถียงหาสาเหตุของการก่อจลาจลในพื้นที่ค่ายบ้านเเม่หละเมื่อสัปดาห์ที่ผ่านมา โดยตัวเเทนผู้ลี้ภัยที่เข้าร่วมวงเสวนาครั้งนี้กล่าวว่าสาเหตุเกิดจากการปฎิบัติอย่างไม่เป็นธรรมและการกดขี่จากเจ้าหน้าที่ภายในค่ายเป็นระยะเวลานานหลาย 10 ปี
⚠️ ไม่มีผู้ลี้ภัยคนไหนอยากลาจากบ้านเกิดของตนเอง พวกเขาล้วนถูกบีบให้หนีออกจากประเทศ เพราะไม่สามารถที่จะอาศัยอยู่ในที่ที่เต็มไปด้วยอันตรายได้อีก แต่แทนที่รัฐบาลไทยจะให้ความช่วยให้ผู้ลี้ภัยเหล่านี้กลับมาตั้งตัวใหม่เพื่อที่เขาจะได้ทำงานหาเลี้ยงชีพตนและเข้าเป็นส่วนหนึ่งของสังคมได้ รัฐบาลไทยกลับแยกผู้ลี้ภัยเหล่านี้ออกไปกักรวมกันในค่ายที่แออัดและสภาพความเป็นอยู่ย่ำแย่ ทำให้พวกเขากลายเป็นกลุ่มคนที่ถูกลืมของสังคมไทยที่มักจะถูกละเมิดสิทธิขั้นพื้นฐานอยู่เสมอๆ
💪🏻ทั้งนี้ มูลนิธิมานุษยะจึงขอยืนเคียงข้างผู้ลี้ภัยทุกคนในประเทศไทย รวมถึงขอเน้นย้ำตามผู้เข้าร่วมวงสนทนาในครั้งนี้ว่าหากมีนโยบายและกฏหมายที่เหมาะสม ผู้ลี้ภัยสามารถเป็นทรัพยากรทางบุคคลที่ค่าของเศรษฐกิจและกำลังแรงงานของไทยได้! พวกเขาไม่ใช่ภัยต่อความมั่นคง แต่พวกเขาเป็นมนุษย์คนหนึ่งที่เท่าเทียมกันทั้งในสิทธิและศักดิ์ศรีเฉกเช่นทุกคน
💪🏻นอกจากนั้น เราขอเรียกร้องให้รัฐบาลไทยปฏิบัติตามพันธะกรณีกฏหมายสิทธิมนุษยชนระหว่างประเทศที่เกี่ยวข้องกับสิทธิของผู้ลี้ภัย โดยเฉพาะข้อสังเกตุเชิงสรุป (Concluding Observation) จากคณะกรรมการว่าด้วยการขจัดการเลือกปฏิบัติแห่งสหประชาชาติ (CERD) ระหว่างกระบวนการทบทวนสถานการณ์ของประเทศไทย (CERD Review) ในเดือนพฤศจิกายนที่ผ่านมา ซึ่งทางคณะกรรมการฯได้เรียกร้องให้รัฐบาลไทย "ดำเนินการใช้มาตรการทางกฎหมายเพื่อคุ้มครองผู้ลี้ภัยและผู้ขอลี้ภัย (...) และใช้มาตรการที่จำเป็นในการพัฒนามาตราการอื่นนอกเหนือจากการกักขังผู้ขอลี้ภัย ผู้ลี้ภัย รวมถึงเด็กไว้รวมกัน และดูแลให้สภาพความเป็นอยู่ในสถานกักกันเหมาะสมและเป็นไปตามมาตรฐานสากล”

🚨 During an online panel discussion held on 18 December 2021 by the National Human Rights Commission of Thailand, Center for Ethnic Studies and Development at Chiang Mai University, The Reporters and Transborder News, scholars, experts and refugee representatives joined in force to remind the Thai government that refugees are not a threat to national security, but rather an invaluable resource to the Thai labor force and the development along the Thai borders.
The panel discussion was held in response to a riot that broke out inside Mae La Refugee camp on the Thai border with Myanmar last week, which a refugee representative suggested had resulted from a long–term systemic discrimination and suppression by the Thai authorities against the refugees inside the camp.
⚠️ No refugees choose to willingly leave their country. They are forced out as they could no longer face the perils at home. Instead of empowering them so that they can stand on their own feet and integrate into Thai society, the Thai government suppresses these refugees inside crowded camps or detention centers with poor living conditions. Locked away inside those camps, they are pushed towards the very margin of Thai society - left forgotten and vulnerable with their fundamental rights violated.
💪🏻 On this occasion, Manushya Foundation stands in solidarity with all refugees in Thailand. We would like to reiterate, in line with testimonies given by the refugee representatives during the discussion, that with proper policies and legislation, refugees can become an invaluable resource for the Thai economy and labor force! They are not a ‘threat’ to national security as believed by the Thai authorities. Refugees are human beings - equal in dignity and rights!
💪🏻 We also urge the Thai Government to live up to its obligations before international human rights laws related to ensuring the rights and equality of the refugees, especially a Concluding Observation received in November 2021 during the CERD Review, which calls on Thailand to “ take legislative measures for the protection of refugees and asylum seekers (...) and take the measures necessary to develop alternatives to the detention of undocumented migrants, asylum seekers and refugees, including children, and ensure that living conditions in places of detention are adequate and in accordance with international standards.”
